Accent lighting is defined by what it does not light
The difference between accent lighting and general lighting is the question being asked. It is not coverage. Point it at a specimen tree, a stone column, a water feature, a front door and stop. The dark part is not a gap in the plan. It is doing the work.That is really the whole idea, stated as plainly as it can be. Pick the handful worth seeing and resist adding to it. The pull is always toward adding, and holding the line is what keeps the result looking designed.
What tends to earn it
Some things reward being lit and plenty do not. Anything with surface relief responds well, because light raking across a rough surface creates shadow and shadow creates interest. Smooth surfaces reflect light without doing anything with it. Form is the second test.
Where accent plans fall apart
Plans go wrong when the list grows. The homeowner likes the first uplit tree and asks for a second, then the whole bed, then the driveway. Once the whole yard is bright, the emphasis is gone, which means the money bought brightness rather than effect. Uplight and downlight
Accent light can come from the ground or from overhead, and the two look nothing alike. Light from below is inherently dramatic, and that is the effect. Downlighting from up in a tree or under a soffit imitates moonlight, so nobody notices the technique.
Accent lighting is not set and forget
Landscape accents are aimed at living things that keep changing. A shrub uplit perfectly this spring will have swallowed the fixture in three years. It is not a fault, it is just how it works.
